June marked the first official drilling in the new $14.8 million, 21,000-foot building east of the main gate. The building opened in March and will be officially opened on November 6.

Prior to the training held at the new facility in Fallon, old Cold War memories of reserve drill at the former Stead Air Force Base and then at the transfer town of Reno Land west of the runway greeted sailors for training. At one point the Marines trained in the staid two-story US Naval Reserve Center facility before moving to Sacramento.

"You can do social distancing very easily," said Zip Upham, NAS Fallon's public affairs officer at the old facility.

According to the military, the former Navy Reserve building was used last year to provide instruction to Nevada Army National Guard soldiers.

Turner, who has served 13 years on active and reserve duty, has a master's degree in business administration from Penn State University. He became the head of the NOSC in September. Turner said he spent five years in Washington, D.C., in budget management.

"I wanted more of a challenge," he said, explaining his move to Fallon, which will end in 2022.

According to the Navy, NOCS is responsible for preparing reserve sailors selected from various units.

"The NOSC is also responsible for the mobilization and demobilization process for both individual augmentation and unit deployment, and supports the families of Reserve Sailors deployed in support of military operations around the world."

The NOSC has medical personnel assigned to various locations, and Turner said extensive military readiness training takes place at NAS Fallon.

Turner said many of the reservists practice medicine and live in the Reno area. He said that only a few dental positions. The Navy's Navy Reservists conduct most of their training at Fallon, and 75 personnel from the Naval Aviation Warfare Development Command are attached to Fallon, Turner said. They previously relied on North Island Navy Base for support, but report to NAS Fallon NOSC for drill purposes.

Upham said the advantage of moving the NOSC to Fallon was more comfort if he wasn't involved with another unit.

Full-time Navy personnel assigned to the NOSC are now required to travel in Fallon. Turner said her employees work at least two days a week and three days in person

"Most live in Reno," said Turner, who oversees a staff of 10 full-time sailors and 225 reserves. "Most new orders for Fallon should stay here for now."
